html conversion

my situation is as follows:
i created an email flyer in MS Publisher, printed it as .pdf
open the pdf and saved it as html (3.2 or 4.01, no difference)
open the html and the design does not look like the original, graphics are scattered and text is moved to bottom and placed separately
is this because of the cross conversions?

It would be better to convert to html directly from within Publisher; which the program allows you to do.

However, Publisher is known really an html authoring program either; so you may have to play with it there as well. But it should be better than going to pdf and then to html.

Are you creating the HTML content to web standards?

How about using tables and CSS?
