Install Reader on Safari

Downloaded Reader for Safari when I try to install the file I get an error of "The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact …" I ran service.msc and started Windows Installer with no success. What do I need to do to get reader to work with Safari?
Windows 7 64bit
Safari v5.1.1
