Can I import a layered file created in Photoshop CS2 or CS3 into Acrobat 8 and preserve the layers? It doesn't seem to work.

No. Photoshop layers can't be imported as Adode PDF Layers in Acrobat. You need to import the individual Photoshop layers into Illustrator or InDesign and export to PDF to preserve the layers.
