Merging URLs into PDFs

I'm looking for a way to merge URLs (listed along with product codes in Excel) with PDFs being used for e-catalogs.

Ideally, the solution would look in the PDF for the specified product codes listed in Excel and then turn that product code into a link. It would also be nice to be able to have said solution apply links to tagged product images within the PDF as well. I have an old java script that can do the product code part (Excel exported as CSV) but it can only handle simple documents.

Any ideas would be greatly appreciated.
