I have Adobe Acrobat Reader X and it apparently does not have the Picture Tasks plug-in that the Reader 7 version had. How can I get the Picture Tasks plug-in for the Reader X version?

George is correct in identifing "Picture Task" as a Photoshop product.
More specifically, back when Acrobat 7 was the "active" release there were two Photoshop related products:
--| Adobe Photoshop Album
--| Adobe Photoshop Album Starter Edition.

However, both were discontinued.
The Adobe migration path would be to Photoshop Elements or Photoshop.
