I have a user whom I recently installed Acrobat 9 Standard on his laptop. He's got a PDF that was created and edited using Acrobat Pro (I'm not sure what version) and he is not able to edit this file with his 9 Standard. Is there a solution for this or do we need to get him a license for 9 Pro?

~imo~ If your user has to 'work' PDF on a regular basis, install Acrobat Pro.
