First check to see if there is security on the file. Next make sure you save the file to your local system and then open the PDF with Acrobat. If the PDF is a scan of text, you will need to OCR the PDF. You can use the Text Select tool and Object Select tool to perform limited edits.
Checked Security and there is none. I did save file to my system and opened PDF file. It is not a scan, but a down loaded contract from the internet (pdf file). I selected the Text Select tool and Object Select tool to perform edits, but to no avail. Maybe I am missing what Adobe Pro 9 can do. I want to be able to take the original pdf file and rework it - change paragraphs, wording, etc. Is that possible or do I have to a cut and paste in to Word and then rework it there?

Yes, possible. Not advisable. PDF is not a format designed to support edits to formate, layout, and so forth. Minor edits are something that can be done. More than that can have undesired consequences.
Acrobat does provide tools that support indicating desired edits. These can facilitate identification of what need to be edited in the source, authoring file. Alternativiely, if the PDF is a well formed Tagged PDF then either copy/paste or export of format/layout/font particulars is possible.
if the document is in fact selectable text pdf (not image [scanned] pdf), export it to MS Word [file> export]. however, your words "[I] selected the Text Select tool and Object Select tool to perform edits, but to no avail" suggest that the document is image pdf. if it is image pdf, export to tiff, open the tiff file in MS Office Document Imaging [MODI is an "office tool" that comes with MS office pro]. on MODI's "tools" menu select "send text to Word" (MODI applys OCR and exports the text data in MS Word). From there, you'll need to work on formatting, etc. Final tip: if the weight of the file is above approx. 75k per page, you have an image document.
Some versions of Word Perfect makes the text as an background and you can not edit them.
Also if you are going to try to edit the PDF, you will need the exact same font set that is in the PDF to edit the PDF, otherwise you will be given a warning and things can go very haywire.
