to view 'fit to screen' or 'fit page'. (not clicking on the
exploer window to make it big or small).

Something to try -
In the PDF's document properties select a value for initial viewing magnification.

File > Properties > select the Initial View tab
In the Layout and Magnification pane, for the Magnification value,
select one of the choices from the drop down menu.
Perhaps "Fit Page" will do the job.

Thank you for the reply,
I am not talking about us, like who is familier with IT.

I want if anybody looking at pdf on the internet over the world,
I want them to see in 'fit' page as soon as they open - without doing
any modifications to browers/pdfs.

Thanks,

The author of the PDF (you) establishes the document's initial view magnification.
This is, typically, how any other user will see the PDF rendered. This user would not have to do
any configuration of Adobe Reader or of an Acrobat product.
