PDF without Print+Copy

I would like to have a PDF format file software that does not have print and Save options as i want to publish my thesis on my web site, my intention is that viewers should not download nor have copy rights on my thesis. I have read one suggestion from you to hide the tabs but my site contains many others PDF files which require print option so i should upload my thesis with a PDF format which has no print not copy option. I request you to know about this regaurd

If you select "Hide Toolbars" on the document's properties. This setting is valid for that document only. However, this does not protect your PDF. The user always has control over thier own UI and can easily restore these buttons.

Put password security on you document and set the maximum restrictions, i.e. no print, etc. You might also consider requiring a password to open the document. Then only people whom you've handed out the password will be able to open and look at it.
