acrobat was able to make this document accesible but found the following oddities

some font(s) missing information needed to determine the characters that
correspond to the symbols (glyphs) in the font. [1414 of 7372 glyphs (MTSY, RMTMI,
MTEX...)]

Try embedding the problem fonts so the PDF has the metrics needed for drawing the symbols. Of course you may be limited by licensing restrictions.
