QC PDF pages with Automation: Image based pages vs Vector based pages

I am wondering if there is a tool or plugin that can determine if a PDF is a scanned image based file or a text (vector) based file WITHOUT opening each PDF.

You can determine if a PDF has an image or no image within its contents.
While it may not be exactly what you are looking for, it may be of some use.

Premise:
Vector graphics - resolution independent
Scanned image - resolution is a fundamental "dimension" associated with an image.

Acrobat Preflights provide the means of checking image resolution values/ranges.
A Batch Sequence provides the means of running the Preflight profile against large populations of PDF files without opening any file(s). Configuring the Batch Sequence to provide a summary report provides the means of collecting the results of the Preflight. A PDF file containing no image(s) will have an straight board of zeros for its entry in the report.
