Retaining size of Header image

Let's see if I can explain this;
 
1. I place an image in the header and move it around until I have the part of the image showing in the window I want. I save it. But, when I close and reopen the PDF the image has moved so that a different part of the image is showing in the header window.
 
2. I place an image in the header and move it around until I have it how I want it and hit save (Command S). But when I grab the bottom right corner of the document and change the size of the document the image in the header moves around.
 
Isn't there a way to have the image stay the way I want it? Do I need to create an image that's a specific size? If so, where does it state this, and what size does it need to be?
 
I work in an office with about 20 designers who use Acrobat all the time and none of them know how to do this.
 
I'm a photographer and am just learning this program, so any help would be greatly appreciated.

Merci, pour l'information. Il ya la possibilité de produire un portefeuille aussi. Qu'est-ce que je veux faire est de mettre une tête sur la page de portefeuille avec une image en elle. Je ne peux pas obtenir l'image à recadrer correctement.
