Saving an edited document

I am working on our company policies, some of which are not even saved in our system. I can get them into Adobe, edit the document to show the changes I want made, allow comments & edited from others. Is there any way to make & save those changes?

Directly into a PDF?
Not in a practical manner.

Perhaps you could export to RTF from the various PDFs?
Use MS Word to clean up as needed, and incorporate the desired changes.
While time consuming, in the end you'll have an acceptable set of authoring files from which you can output PDFs for deployment.

With a good set of authoring files output PDFs for future reviews/comments
and bring the desired changes back into the authoring file(s) pretty smoothly.
For instance, FrameMaker 8 or 9 has a rather nice Save As to PDF (for review).
The PDF gets annotated with desired edits. This content can be brought back into the autoring file and
integrated in with little ancilliary activities to fix layout/format.
