In order for users of the free Adobe Reader to fill and save your PDF you must use the new "Enable Usage Rights in Adobe Reader" feature in Acrobat 8 Pro. Take a look at this article by Ted Padova that explains how to use this new capability (with screen shots).

One thing people seem to have some trouble with is that the enabling must be the last action performed on the PDF- if you make any changes to it after applying these Rights you must apply the Rights again and do another save.
