Is there a way to have the "Comments and Markup Toolbar" be open when someone first opens a PDF?

The PDF has to be able to have comment or markups added to the PDF and the user has to have the comments and markup tools bar selected to be shown. So you can not set it to display, but you can make sure the PDF is allowed to have comments and markups added to the PDF by any user with Reader.
