Splitting scanned images

I scan and split pdfs daily at my job. It is currently very time consuming as I have to manually split, name, and file each page. I am currently looking for a way to automate a portion of the process. All of the pdfs that I split are scanned in, and I think that is part of the problem. It almost seems like Adobe doesn't recognize the characters on the pages. Even when doing basic search funtions I can't find the text on the pages.

Is there any way that after scanning in documents that I can then split them by using a "matching text" method? The first page of each document I scan has a specific heading that I would like to split them by. Some of the documents need split into 3-4 page documents, but some need to be split into single page documents.

Any help would be greatly appreciated.

A scanner's basic output is an image. In PDF, as TIFF, whatever... there is
no text "on the page"; again, just an image.
Run the image through an OCR application (available with Acrobat). This gives the search function something to "see".
