What version of Acrobat are you using? If you're in Reader then the comment tools are not available because the author has not Reader-enabled the document for commenting. Or, these particular documents have security set to disallow adding comments. To check if this is the case, go to File --> Properties and click the Security tab, see what it says under the Document Security Restrictions.Hope this helps, Lori
