Stop Users from Changing Fonts

Is there a way to stop end users from changing fonts using the Text Touch Up Tool?
 
We are having issues where users are changing the fonts. However, we still need the users to fill-in the form and be able to print the form.
 
I've looked at the security options but cannot see it anywhere. Plus I didn't really want to have to add a password to the document.

My Product Information:
Acrobat Pro 8.1.6, Windows

You have to create a password security policy if you want to prevent it.
Under "Changes Allowed" select "Commenting, filling in form fields...".
The password will only be asked for when the user tries to modify the file (like by using the Text TouchUp Tool), not when the file is opened.

Is this the only way? We need users to fill in the form fields but not change the other areas of the form, i.e. the questions. I don't think it's possible with PDF but thought I'd asked the question. We do use .aspx online forms as well.

If they have Reader then you have nothing to worry about. If they use Acrobat, then you need to secure it with a password.
