i can customize the toolbars but they disappear each time i open a new document
 
my needs only require a single toolbar arrangement that I will not change frequently

Acrobat Pro 8, Windows

If you are on Windows, you can change your preference to a "Single Document Interface" which will yield a single toolbar for all documents.
