Reset toolbars and dock toolbars are grayed out on my view menu. How can I select those?

When using the View > Toolbars menu, all submenu items are greyed out if you don't have a file open in the Document pane. Open a document and you should be able to Reset toolbars either in the Toolbars submenu or by opening a context menu on the Toolbar Well.Docking toolbars requires you to open a document and have a toolbar appear as a floating toolbar in the Acrobat window. If no toolbar is open and undocked, the menu command is greyed out.
