Touch Up Text Tool

I'm using Acrobat 8 Professional and when I try to use the Touch Up Text Tool in a pdf documents that others have sent me, I do not get the "I" beam icon to edit the document. I did select the Touch Up Text Tool button and the button is selected, but when I click where I want to add text, nothing happens, no "I" beam icon. Please let me know what I'm missing.

That is correct, there is now a more powerful editor and Text Touchup tool.
