Trouble Saving PDF file from website

I'm responsible for creating and uploading PDF files to our website. Some of our customers cannot open or save any of our PDF files but are able to do so with other websites. Does anyone have any idea as to why this is happening?

So many different possiblities. Have you been able to limit the issue to specific programs like a common browser, Acrobat application, which product created the form and the compatiblity options used when the form was created?

I created the files in Acrobat 7 or 8. They are secured with Printing and content copying for accessibility allowed. These PDF files can be opened by acrobat 5 and later.
I do not know what browsers they are using, I don't speak to these customers directly.
