When I open a file, I am presented with the List option. I click on Details and I see the file details. I do it again and get the List view again and not the previously selected Details. I have looked at Options and I can't find a way to make Details the default. Is there a way to do this?

Unfortunately there is not a way to modify the View default for the File Open menu. You might want to investigate some Windows 3rd party tools to provide this capability.
