hi,

I have a pdf with a form calling a web function etc... I read that some readers
such as the Mac OS X Preview app, the pdfviewer on the ipad etc... dont recognize or execute javascript. Is this true? Where can I find more information about it? thanks

Yes, it's true. Most non-Adobe (and some Adobe) PDF viewers don't support forms, and even fewer support JavaScript. Those that do include:

Foxit Reader
PDF-XChange Viewer
Nitro Reader
Nuance Reader
PDF Expert (iOS)

JavaScript support is less than Reader, but is constantly changing

It's also important as to which type of form you have (AcroForm created in Acrobat or XFA form created in LiveCycle Designer). Only AcroForms have any passable levels of support in non-Adobe products.
