Add watermark to an ecrypted document

I used password security on my form. Commenting is allowed.
 
When a person signs the digital signature, I have a script to execute addwatermark from Text.
 
The watermark doesn't appear but if I remove the security settings, it works.
 
Should I add this watermark from a trusted folder level function or is it possible to make it as part of applying a Stamp before the signature is complete?

If your security settings prevent modifying the file then you can't add a watermark to it. A watermark is not an annotation (comment). It's a so-called Optional Content Group, and thus can't be added to an encrypted file, even if commenting is allowed.
