Attach photos inside PDF.

I created a PDF file intend to be used in engineering test. This form will be filled out by our vendors. I hope to fullfill blow function:

Vendor fill out all needed data, then attach some photos inside the PDF file, then click "Send" botton to send both form and photos to me , no need send to me by other Email software.

My problem is how to attach photos inside the PDF file directly. OR choose all photos as a filelist then send out as attachment.

Can anyone help me please?
