I'm not sure where to post this. I distribute training manuals in a pdf format. Is there a way to control or lock down the number of copies that a recipient can print?

No, sorry. There's no possible control over "number of copies" as the printing action is controlled by the operating system. Besides, they can always put the paper in a photocopier.
