Not Really, Most fax software is setup as a print driver, so about the best you can do is to print the PDF to the Fax Printer, which should then display the Fax Control panel.

However, that's not to say there isn't a way to do this. For example. You could write a server script that forwards documents to a fax service. Then the users submit the PDF to the server script.
