Is there a way to format a field that will default to the current date and time but will allow that date and time to be corrected if necessary?

Absolutly, However the actual implementation depends on the forms technology you are using, LiveCycle or AcroForms. Take a look at this Article, it's for acroforms, but much of what it says applies to all forms technologies.
