How to enable for commenting through javascript.

Only official Adobe tools can Rights Enable a PDF for Reader. There is a way to automate enable for commenting but it is related to using a server to manage comments, i.e., you would need a server script to make it work. Look in the Acrobat JavaScript reference at the "submitForm" function. Scroll to the very bottom of the input parameters and you'll find one that enables the form for commenting when it is submitted to a server. Other than purchasing the Adobe Rights server, this is the only way to automate this particular thing.

Thanks for your response. Could you please provide any sample code for server script. I have a little knowledge in adobe javascript so kindly help me with examples.

Sorry, writing server scripts, or really any complex custom scripting is difficult work. You'll need to hire a programmer for this task.
