With Acrobat Professional 8 you can create a preflight to set the language. This preflight can be used in a batch sequence to process multiple files in one run.
I've used this for set language for up to 400 PDF files in a run.

Unfortunately this parameter is not available through Acrobat JavaScript. Very irritating because it is such a simple parameter that should be in the DOM, like many others.This parameter could easily be set though a simple plug-in, which could be automated through JavaScript, using a menu item. But you'll need to find someone who can write it for you.
