Location of PDFL70.lib library File

Hello I posted this question in another area of the community, perhaps the question is better asked here?
 
I am trying to reference the file PDFL70.lib from a .Net application as described by the API reference download with the 8.0 SDK. Ultimatly,
I am trying to access the objects in that library to extract the siganture fingerprint. I was able to locate PDFL70.dll on my system. However the documentation clearly stated the .lib file should be referenced from the .Net application.
 
Any help, suggestions, or reference to a source with the answer to this question is greatly appreciated. Thanks in advance.

Unfortunately, I haven't been able to find an expert to answer this question. you might want to try contacting Adobe Tech Support or the Developer's association to see if someone can help run down this answer.
