I am working on a project to archive electronically several thousand files, each containing pdf multiple documents that we create each year.
I am leaning towards using Packages with a cover sheet and the related documents being 'attachments' to the cover sheet.
One requirement will be to mark each document within the package, and the cover doc, with certain meta data. Another will be to have the package contents searcheable by metadata and preferably by 'full text'.
Can anyone see any problems with my approach - is there a better way of approaching this project?

Your approach is the most logical. Just be sure to have a clear metadata structure devised before you start to be sure your search results are comprehensive.
