Tagging PDF for conversion to XML with out losing formatting

We presently create inserts and distill a pdf. We are trying to tag the pdf's and then create a xml file that we can post to the web without losing the format. Can you help give instructions on how to do this without losing the formating?
I have been able to bookmark the tagged information and save as an xml file but it's more like a graphic.

PDF is a very rich graphical and interactive format. There is no way you will be able to maintain formatting when saving the PDF as XML. If there are graphics, they are convered to a JPEG, and text is left plain.
