Any version of Acrobat can add/edit JavaScripts, but in Acrobat X the old menu options are now in the Tools Pane.

Click Tools, then JavaScript, then "Document JavaScripts". If you don't see the JavaScript panel, click the tiny menu icon under the "e" of the word "Share". In here you can turn on and off each panel, so tick the JavaScript entry.

If you need to access the 'Document Level Scripts' you will need Acrobat Professional with version 6 on.

You can also use the 'page open' action for a one page form to simulate a document level script or once you get your code debugged, you can use the JS console to add a document level script without the UI.

I believe that doc-level scripts can be added in Acrobat Standard by using the addScript() method, no?
