I scan a criminal complaint in adobe acrobat pro, OCR the whole document, then would like to be able to add my notes in a different color for trial preparation.
in other words, take 5 consecutive sentences, be able to hit enter after each one, add my notes in a different color.

Possible? Thank you in advance for any help you can offer.

Not in PDF. PDF is not an editing–layout–format file format.

With Acrobat Pro and the more current releases of Standard you can use the Comments and Markup toolbar's tools to provide a wealth of different means of annotations.
All have 'pop-up' windows in which text can be added.
Additionally, there is the Typewriter tool
In conjuctions with the Properties bar dialog (control/command + E) you can configure attributes of these annotations.
