When I convert a Mircosoft Word document to PDF using Acrobat 7.0 Standard, the Table of Contents links, which were active in Word are not active in the pdf file. Other cross-references within the document are active but not the Table of contents

Try this.

Review the navigation panel with the PDF opened in Reader. Do you see a Parent/child relationship between a Table of Content title and its subtitles?

If not, that means the Word doc TOC has to be tagged (Heading, subtitle, and etc.). Acrobat automatically picks up these associations when the doc is converted to PDF.

Although I don't see anything in the Navigation Panel, I doubt this is the problem. When I converted the document I got a message saying it would take a long time did I want to turn off tagging. I did not turn tagging off. And, other links are active in the document even though they don't show up in the navigation panel. I guess its just another quirk of Word
