Creating Reader-enabled PDFs without restrictions

Help! Get this message when creating Reader-enabled PDFs --- Note: Once Reader Enabled, certain functions such as editing document content or inserting and deleting pages, will be restricted. How can I end up with a document that has no restrictions?

The nature of Reader is for display & print purposes only. Enabling Usage Rights in Adobe Reader comes with some inherent restrictions. There is no way I know of to bypass these restrictions. I always keep an original PDF around and make the Reader Enabled version a copy with a different name (I use _d for distributed).
