Different Document Restrictions Showing Up in Reader vs. Pro

I'm using Adobe Acrobat Pro 9 to create a document with fields, including a signature field. In Adobe Pro, the document works perfectly; the fields can be filled in, it can be signed, and these changes can be saved in the file.

The problem arises when I try to open with Adobe Reader 9. Suddenly, the document is showing up as having restrictions, even though there is NO security in place. Here are two screen shots to show what I mean:
Reader Security Properties:

Why would the document be showing different properties depending on the program? Why would it have restrictions, when there's no security in place?

Finally, my friend said she was able to fill in the fields and save the changes to the document with Reader... what gives?

The restrictions don't necessarily have to do with security. Restrictions can also be applied with Rights Enabling, and of course Reader restricts certain operations unless a PDF is Rights enabled. You know that's the difference between Reader and Pro. Reader is free and does not automatically allow saving and a whole bunch of operations, where as with Pro you can do just about anything.

The [b]free[/b] Adobe [b]Reader[/b] is designed for only reading PDF files and not editing, commenting, form creation, form saving, etc.

It is possible with other Adobe products to [b]Extend[/b] rights to given PDF file. Acrobat Professional version 8 or better can add commenting rights and form saving rights. Digital signature rights can be added to a form for use by Reader with the LiveCycle ES.

Note you will have to pay Adobe for the right to add rights to a PDF so the [b]free[/b] Reader and perform more than just reading and printing a PDF. Sort of like MicroSoft providing free PowerPoint, Excel, and Word viewers, but requiring one to buy MicroSoft Office to create the documents.
