From the menu bar, click Edit Preferences, select Documents, go to the Save Settings section and un-check Save As optimizes for Fast Web View.

This question gets asked a lot and there really isn't a way to disable the Save As menu item. You can, of course, disable the toolbar and menu but these are user preferences so they can be turned on again as well. You can not prevent the saving for a number of reasons. First Acrobat/Reader down loads a local copy of the PDF for viewing. Next if saving not possible, then system backups could not occur.
You might want to look at DRM, Digital Right Management.
