Thanks again to duffjohnson for his answer on December 10, 2006 on file size. Experimenting with file compression didn't help much. I finally obtained a satisfory answer from Adobe techinical support. The answer is that in using the Reduce File Size command do not try to make the PDF compatable with any Acrobat version earlier than 7. Making the document compatable with earlier versions requires imbedding information which balloons the size of the file. In addition uncheck the OCR option when scanning.

Certainly, allowing Acrobat 7 file compression can help in some cases, but it is unlikely to help for scanned documents, where resolution and compression offer the best chance of reducing file-size.

If you don't need OCR, by all means, don't run it - it adds a lot of time to the process, and as you note, it does increase the file-size.
