How do I force Acrobat 8 to save in a older pdf version (1.6, 1.5) for ALL PDFs? In general, we want to be able to open/combine PDFs and have Acrobat automatically save them in older PDF format not the newest one.

Acrobat Pro 8.0999999999999996447286321199499070644378662109375, Macintosh

One method would be to use the PDF Optimizer tool to create a PDF profile specific to your needs - including PDF version. Then use a tool such as AcroButtons and some JavaScript to disable the existing GUI buttons and menu options, suplanting them with your own code that uses the Optimizer settings instead. Effectively directing your customer base to "do it your way."

Two additional things ... Optimizer settings - are stored in the easy to remember location of:
C:\Documents and Settings\[userID]\Application Data\Adobe\Acrobat\8.0\Preferences\PDF Optimizer with the extension of '.optimize'. And that there is no "global" location you can install them.

Hope this helps.
