Need some help navigating . . .

I am working on an eighty-three (83) page PDF document that consists of:
Opening Page
 
Section 1 –starting on page 1
Section 2 – starting on page 23
Section 3 – Starting on page 35
Section 4 – starting on page 50
Section 5 – starting on page 55
 
The opening page has five (5) highlighted “Go to Page” links to starting pages of the sections.
 
Additionally, there are five (5) Bookmarks.
 
The PDF document contains references to approximately one hundred-eighty (180) “Exhibits” that are in separate PDF file located in sub-directories of the main directory that has the eighty-three (83) page PDF document file.
In addition to the “Open File” links to “Exhibits” – there are various “Go to Page” navigation links throughout the document.
 
The completed PDF document is going to be distributed on a DVD in “Read Mode” only.
 
I am at the point where I have the initial “Open File” and “Go to Page” functions working.
 
The problems that I am having are:
 
A. Coming up with an intuitive navigation method of getting from the “Open File” (which may have anywhere from 1 to 7 pages) back to the previous page.
 
B. Figuring out how to save the PDF so that it only opens in “Read Mode.”
 
Any help would be greatly appreciated

A. You can create buttons to close the currently opened document, so that the user will return to the previous one.
B. What do you mean by "Read Only"? What changes are you afraid the viewers will do to the file?
You can always add password security to the file and decide which features you want to allow/forbid.
