Overprinting text is not searchable

I am new to this so if I am posting to the wrong place please let me know
 
I am trying to create a PDF file (programmatically)
because I am writing a program to convert reports to PDF automatically.
 
Some of the reports have overprinting text (for bolding purposes)
 
Any way, I just want to simply convert this report to PDF and will add additional functionality later.
 
It converts find and displays fine, but the over printed text is not searchable (search does not find it)

T* ( MCL Lvl: All) Tj
0 0 Td ( MCL Lvl: All) Tj

When doing this The Text "MCL Lvl: All" is not searchable
Using the T* is there another way to output the text keeping the overprinting lines and still have the text be searchable?

I'll have to check with someone who does programming to see why this may be happening. My first thought was that you have a transparency issue (since you are overprinting and flattened text is often rasterized). Is the text selectable? Can you post a PDF for me to look at on acrobat.com and post a link here?

I am not using any "Tool" I am writing a program that outputs the PDF file directly.

I made a mis-statment.
The Text "MCL" and "MERCHANDISE" ARE searchable (and selectable)
But the word BLACK is NOT searchable (it is selectable)

I have posted all my Page Text below, because I cannot figure out how to upload the PDF to acrobat.com
Can you tell me how to post the PDF file?
