I create a newsletter in Publisher, and for some reason all of my RED text show up in BLACK. Of course, it's red in the Publisher version, but when I convert it to pdf, it's black. Is there a setting I need to adjust? My version is 9.0.0 - will upgrading solve this issue?

It appears that, somewhere in your printer setup, you have a selection ticked that "prints" B/W rather than color.

For instance, if you have Adobe Printer as the default printer then, in the setup dialog, there is a button (Properties) to the right of the "Printer Name" field.
Click on this button.
The Adobe PDF Document Properties dialog presents itself.
Click the Paper/Quality tab.
You'll note that, in the Color pane, the choice of Black & White or Color is presented.
If B/W is ticked, the output PDF's content will be B/W.

If another printer is the default, then there will be (tucked away somewhere) a similar choice.
(something like 'print as black' or whatever).

Once you have located and changed the selection, you ought to be able to obtain an output PDF that contains color.

Be well...
