Can you set out what preferences must be set in Acrobat 8 so that every PDF created from here on in, including Web Capture, defaults to PDF/A 1-a?

Unfortunately, WebCapture does not support the creation of PDF/A (1a or 1b) compliant documents.

In addition, we only support PDF/A-1a when creating from MSOffice at this time. You can certainly set that as your defaults there.

For PDF/A-1b support, set your Distiller default settings to that option.
