Preserving Line Breaks

"Clean" export of format/layout from a PDF is contingent upon the PDF being the tagged output of an authoring file that was build to provide a well formed logical hierarchy.
Authoring applications such as FrameMaker, InDesign, MS Word, & PageMaker provide appropriate tag management features for creating the authoring file.A tagged output PDF from a "well formed" authoring file will easily support export of layout/format.
The related information is stored in the tagged output PDF and is used by the export feature.

Without all this, Acrobat gives the export its "best estimate"; even then, untagged or malformed tagged PDF content will often be parked in "frames" by MS Word in order to proved some semblance of layout/format
- not "edit" friendly, but you do have the content in Word.

In such cases, you might be better off sending the PDF content to a *.txt file which can be opened in MS Word and there, apply desired format/layout.

So that's the best way of doing it. I usually submit the PDF to sites that provide free conversion. But the output I receive usually needs a lot of editing to get the desired output.
