Tagging a PDF

I am looking to know how to tag a pdf document to make it accessible. When i try to manually tag a document, it gives me a lot of problems.
Tagging a table. (It is not in order)
Tagging a figure
Tagging a link if it is in 2 rows.

Automatically tagging a file with complex elements such as tables is not likely to work in the PDF - without the structure information from the original application, Acrobat has to guess about the order of elements and makes a number of assumptions, such as that tables are to be handled per-row not per-column. Floating figures are invariably not in the obvious place in the content stack, so their tags will usually need moving.

Fixing the tags isn't technically difficult but it can take a while - hence the idea of always exporting a tagged PDF from the original application if possible.Duff's eSeminar recording is worth watching to get a grounding on how and why the tags do what they do, and what fixes you can apply.
