Drag file from one Portfolio to another Portfolio?

I know that a PDF page or even a PDF file can be dragged and dropped within the "Page Thumbnails" pane of another PDF file.
 
Can this also be done with files from one Portfolio to another?
 
I have tried to put both Portfolios in edit mode and drag one file over to the other Portfolio. The cursor shows an "addition" icon when I attempt to drag files between Portfolios and even a "bar" to indicate the placement to drop the file in.
 
This does not appear to work as perceived.
 
Can this be done?

Edit: The original post seems to infer that I want to drag and drop files from a portfolio into a PDF file located in another Portfolio.

To clarify: I want to drag a file from one Portfolio to another Portfolio.

It's not possible. A PDF Portfolio layout in Edit mode is a drag/drop destination so you can add individual files (from your desktop etc.) but when you drag a card *from* another Portfolio, it doesn't register the dragged item as a document.
