Allow and disallow printing in one pdf file

I need to allow printing for some users and disallow printing for others. Having just a single pdf in an archive (but at creation time I can chose if security is enabled or not). Viewed in browser plugin. Don't want to use password to control this. I know which users should be allowed what when sending to browser. Any way I can toggle printing (and saving) through parameters when sending to browser?

You can secure the PDF files using individual public certificates. Add your recipients to your Trusted Identities and add security for enabling permissions for printing for those who you want to print the file using the public certificates and disallow printing for the remainder of the group using their public certificates.
